Neighborhood Health Plan of Rhode Island Appoints Two New Members to its Board of Directors

Lisa Ranglin of Citizens Bank and Daniel Da Ponte of Axis Advisors bring robust skill sets
and extensive histories of service to Rhode Islanders to Neighborhood Board

 

May 4, 2020 (Smithfield, RI) – Neighborhood Health Plan of Rhode Island (Neighborhood), a not-for-profit health plan founded to serve Rhode Island’s at-risk populations, today announced the appointment of two new members to its board of directors. Lisa Ranglin, vice president and regulatory compliance program manager for Providence-based Citizens Bank, and Daniel Da Ponte, AIF®, founder, and Managing Principal of Axis Advisors, LLC and Axis Risk Management in East Providence, joined the 17-member board to help shape Neighborhood’s long-term initiatives to ensure everyone in Rhode Island has access to cost-effective, high-quality health care.

In her role at Citizens Bank in the Enterprise Change Office, Ranglin oversees the financial institution’s strategic approach to regulatory compliance and ensures that risk and compliance are embedded in all aspects of projects across the organization. Before joining Citizens, Ranglin held senior-level project and program management positions at other financial institutions, as well as a technology services company.

“In light of the ever-changing health care landscape, Lisa’s nearly 20 years of project and program management experience will be a tremendous asset to Neighborhood,” said Peter Marino, president and CEO of Neighborhood. “Her skills as a change agent, combined with her financial and compliance expertise, will help advance our mission and improve the lives of our members.”

Ranglin is the founding president of the Rhode Island Black Business Association and a member of the board of directors at Roger Williams Medical Center and the Institute for Economic Empowerment & Development. Before being appointed to Neighborhood’s board of directors, she served on the organization’s planning committee for one year.

Ranglin holds a Bachelor of Science in computer programming technology from New England Technical College and a Master of Science in Human Resource Management from Johnson and Wales University. She is also a certified Project Management Professional and a certified Six Sigma Green Belt with Design for Six Sigma. Ranglin resides in Providence.

As founder and Managing Principal of Axis Advisors, LLC and Axis Risk Management,
Da Ponte provides comprehensive financial planning, wealth management, risk management, and business consulting, as well as risk management solutions to individuals, families and businesses.

Da Ponte served in the Rhode Island Senate from 1999 to 2018 representing district 14 in East Providence. He served as Senate Democratic Deputy Majority Whip and as Chairman of the Senate Committee on Finance from 2009-2017. He was a key architect of personal and corporate income tax reform plans and was a key figure in the Rhode Island Retirement Security Act.

“With his extensive financial background and long history of service to the state, Daniel brings invaluable skills to Neighborhood,” said Marino. “As a health plan focused on delivering the highest quality of service to our members while effectively managing costs and coordinating efforts with state agencies, we welcome the expertise he can provide in these areas.”

Da Ponte has served as a director and trustee of the Narragansett Bay Commission, the Costal Resources Management Council and the Rhode Island State Investment Commission. He is also a weekly contributor on Portuguese language radio station WJFD 97.3 FM’s “Financial Journal”.

Da Ponte holds a Bachelor of Science in business administration from the University of Rhode Island and a Master of Science in personal finance planning from Kansas State University. He is a resident of East Providence.

“In addition to the business and leadership skills Lisa and Daniel bring to our board, it’s clear from their extensive involvement on other non-profit boards that they also bring a passion for improving the lives of Rhode Islanders,” added Marino. “That makes them a great fit for Neighborhood.”

Neighborhood also announced the appointment of a new member to its planning committee. Larry Warner, director of grants and strategic initiatives for United Way of Rhode Island (United Way), brings to the committee an impressive background and deep commitment to the community. At United Way, he is responsible for managing the grantmaking and program investment process to address and solve community needs, and provides direction for the strategic development of funding plans.

Warner is also co-chair of the Rhode Island Commission for Health Advocacy and Equity, which monitors the status of health disparities and provides guidance to state and community stakeholders to promote health equity in Rhode Island.

Warner holds a Bachelor of Arts in health and society and a Master of Public Health from Brown University. He is currently a candidate for a Doctor of Public Health in health equity and social justice at the Johns Hopkins Bloomberg School of Public Health. Warner resides in Cranston.
