Neighborhood Health Plan of Rhode Island Appoints Elizabeth deLacy-Almeida Vice President of Analytics, Lynne Urbani Vice President of Strategic Initiatives

SMITHFIELD, R.I. (October 15, 2026) – Neighborhood Health Plan of Rhode Island (Neighborhood) has named Elizabeth “Liz” deLacy-Almeida Vice President of Analytics and Lynne Urbani Vice President of Strategic Initiatives. In their roles, both leaders are helping to advance Neighborhood’s strategic priorities by strengthening data-driven decision making, supporting business performance and identifying opportunities that enhance value for members, providers and the organization.

Elizabeth deLacy-Almeida, Vice President of Analytics

As Vice President of Analytics, deLacy-Almeida leads the development of an enterprise analytics strategy that supports decision making across the organization. She plays a key role in Neighborhood’s data modernization initiative, the strengthening of reporting capabilities and is guiding the development of a provider scorecard designed to support quality, cost and performance goals.

“Liz brings a powerful combination of financial expertise, health care analytics experience and collaborative leadership,” said Michelle Sears, Chief Financial Officer at Neighborhood. “Her ability to transform complex data into meaningful insights will help us strengthen our analytics capabilities and support strategic decisions across the organization.”

deLacy-Almeida joined Neighborhood in 2017 and most recently served as Director of Financial Analysis. In that role, she oversaw financial analytics related to medical expense, revenue and membership while leading reporting efforts tied to alternative payment methodologies, total cost of care, medical loss ratio and Medicaid rate setting. Throughout her career, she has provided analytical leadership for strategic initiatives, business development efforts and cross-functional projects.

“I am excited to take on this new role at a time when data and analytics are increasingly important to improving performance, supporting providers and serving members,” said deLacy-Almeida. “My goal is to build an analytics strategy that helps leaders make timely, informed decisions and creates value across the organization.”

Before joining Neighborhood, deLacy-Almeida held contracting and financial analysis roles at Brown University Health and Blue Cross & Blue Shield of Rhode Island. She earned a master’s degree in Business Administration from the University of Massachusetts and a bachelor’s degree in economics from Wheaton College. She is also active in the community, serving on the boards of Lighthouse Animal Shelter and Southcoast Federal Credit Union.

Lynne Urbani, Vice President of Strategic Initiatives

As Vice President of Strategic Initiatives, Urbani is helping to translate product strategy into business action that supports membership growth, revenue performance and long-term organizational sustainability. She works closely with executive leadership to identify new opportunities, evaluate strategic partnerships and lead initiatives that advance Neighborhood’s growth objectives.

“Lynne’s extensive experience across health care leadership, public policy and strategic planning makes her exceptionally well suited for this role,” said David Burnett, Chief Growth Officer at Neighborhood. “Her ability to navigate complex challenges and build strong relationships will help us strengthen business performance and position Neighborhood for continued success.”

Urbani brings decades of leadership experience in health care and public service. Most recently, she served as Director of Policy for the Speaker of the Rhode Island House of Representatives, a role she held for 13 years. Earlier in her career, she was Chief Executive Officer of the Rhode Island Free Clinic and President of AmeriChoice-United HealthCare, a Medicaid health plan serving more than 350,000 members. She also spent more than 20 years at Blue Cross & Blue Shield of Rhode Island, where she held leadership positions spanning provider relations, member services, contracting, communications, organizational effectiveness and strategic planning.

“I am honored to join Neighborhood in this new capacity and contribute to an organization that is deeply committed to improving the health and well-being of Rhode Islanders,” said Urbani. “I look forward to helping advance strategic initiatives that support growth, strengthen partnerships and create lasting value for the communities we serve.”

Urbani holds a master’s degree in Health Administration from Salve Regina University.
